Dormant Drugs are not added to drugref

Preconditions

Drugs that are "dormant" should be pulled into drugref so that allergies in OSCAR continue to function. Not sure if these drugs should be added to the inactive list or perhaps a new list needs to be created for the dormant drugs.

Here are two examples of DINs for two drugs (one dormant, the other active):
Keflex: 00244392 (Dormant)
Keflex: 00035645 (Active)

You can check them by going to Health Canada DPD:
https://health-products.canada.ca/dpd-bdpp/

The dormant drug does not get pulled into drugref during an Update.

Steps to Reproduce

Run an Update for drugref via Update.jsp

Expected Result

All drugs (active, inactive and dormant) are pulled into drugref

Observed Result

Dormant drugs are not pulled into Drugref
